Mr. Tamer is a Public Private Partnership Specialist with vast experience over 25 years in the field of Accounting, Business assessment and analysis and more than half of that period was in the PPP Field. His experience was gained mainly from working as Business analyst for various reputable Egyptian and multinational companies. This experience covers various sectors, primarily the social & economic sectors and social. Mr. Waguih has gained strong technical project management skills in contract management, procurement & commercial and regulatory aspects. He has extensive experience in assessing and reviewing the applicable PPP Projects, Tender Documents and in coordinating, designing and managing of the PPP projects portfolio in the various sectors.

In May, 2007 Mr. Tamer joined the Ministry of Finance of Egypt in the capacity of Project Manager for the Social Sector in the Public Private Partnership Central Unit, during that time; He has been engaged in pilot PPP projects in Utilities, Health & Education Sectors.

In 2012, after the signature of the above-mentioned projects, Mr. Tamer was promoted to be the Projects Portfolio Manager, and so became accountable for managing the delivery of all the PPP Projects across all the sectors.

In 2024, Mr. Tamer has appointed as the Head of Central Dept., for PPP Projects Tendering.
