Chemical Engineer from the National University of Trujillo (1984–1991), with a Master’s degree in Business Administration from San Ignacio de Loyola University (1999–2000). He also completed the Senior Management Program in Operations and Production at the Graduate School of Business Administration – ESAN (1996–1997), and earned a diploma in Project Management – PIM from the University of Piura (2009–2010).
He served as Secretary General of the Ministry of Housing, Construction and Sanitation under various administrations, and was a board member of “Fondo Mivivienda”. He also worked at the Ministry of Labor and Employment Promotion as Head of Infrastructure, at the Congress of the Republic as Chief of the President’s Advisory Cabinet, and was a consultant for the World Bank. He has experience in project management with international organizations and has held senior executive positions in regional and local governments. He is an expert in sanitation, housing, investment project management, and strategic planning.
