Laura McDowell is a senior public works and water sector leader with nearly 30 years of experience delivering complex, high impact infrastructure and environmental initiatives. As Commissioner of Public Works for the Regional Municipality of York (York Region) – one of Canada’s fastest growing municipalities—she oversees water and wastewater services, transportation and transit, waste management, and major capital programs that support more than 1.25 million residents.
Laura leads some of Ontario’s most significant water system initiatives, including largescale treatment and capacity expansions, climate resilient infrastructure strategies, and integrated water resource management. Known for her collaborative and solutions focused leadership, she builds strong partnerships with all levels of government, utilities, Indigenous partners, and international peers.
