Khurshida Yuldosheva is a Chief Specialist in the PPP Department at the Ministry of Economy and Finance of Uzbekistan, overseeing infrastructure projects under the national PPP Law. She specializes in structuring and evaluating PPP projects in drinking water, wastewater, heating, and ecology, ensuring risk mitigation and financial sustainability.

Khurshida is an APMG Certified PPP Professional (CP3P), holding all three levels of certification. She has worked on strategic projects with international financial institutions like ADB, IFC, EBRD, and the World Bank, focusing on project structuring, investment mobilization, and regulatory frameworks.

She also plays a key role in institutional PPP development, working on policy frameworks, capacity-building initiatives, and regulatory improvements to enhance PPP implementation.
